The Overview

Pelagos is an insurance company based in Bermuda that covers big, unusual risks — ships, aircraft, political violence, cyber attacks, energy projects — and also sells reinsurance (insurance for other insurance companies, mostly against property catastrophes like hurricanes). Until this May it was called Fidelis Insurance Holdings; same business, new name.

The investment math is simple and old-fashioned: the stock costs about what the company's net assets are worth (1.0× book value) and about 6–7 times its yearly profit, it pays a 2.4% dividend, and management has been buying back its own shares aggressively — the share count is down about 20% in three years. That is cheap. The catch is the profits are lumpy: when a big catastrophe hits, a whole quarter's profit (or more) can vanish — it lost money in two of the last six quarters. And after a strong run, the stock now trades slightly above what the few Wall Street analysts covering it think it's worth.

Synthos fair value = the base case, ~$24 (−3%), full range $18–$29. Our base sits above the Street's $22.25 consensus target — we give more credit to the 1.0×-book floor and the buyback than the two-to-five analysts in the price action do — but both agree on the essential point: at $24.63 the upside is not being paid for the cat risk you're underwriting. Valuation method, labeled: this is a book-value / earnings-multiple anchor (1.0× BVPS cross-checked against 6.5× forward EPS), not a DCF — the FY25 operating cash flow of −$408M makes a cash-flow DCF meaningless for an insurer with lumpy claim timing (FMP's own DCF score is 1/5 for the same reason). This is a tracked call — the Forecaster Scorecard grades it once it matures.

Synthos separates compounders (durable high returns on capital) from exponentials (accelerating, multi-baggers-from-here). PLGO is neither, honestly — it is a capital-return value name:

On every static multiple PLGO screens cheap: 6.5× trailing EPS, ~6.7× 2026E, ~5.9× 2027E, ~5.3× 2028E; 1.02× book; 0.99× sales; EV/EBITDA 3.9× (EV metrics are of limited meaning for insurers, noted for completeness); earnings yield 16.4%; FMP letter rating A− (overall 4/5 — though its DCF sub-score is 1/5, consistent with the negative-OCF year). The Graham number in the file is $46.97, ~1.9× the price — a blunt instrument, but directionally it says "asset-cheap."

So why isn't this a Buy? Three reasons the multiple is low for cause: (1) earnings volatility — two losing quarters in six; a 6.5× P/E on cat-exposed earnings is not the same as 6.5× on software earnings; (2) the re-rate already happened — the stock is within 4% of its 52-week high and (per the quote's full-year range) ~66% above its $14.80 low; (3) the Street's own targets sit at $22.00–$22.50, ~10% below the price, with a genuinely split tape (2 Buy / 2 Hold / 2 Sell — the file's "consensus: Buy" label overstates a coin-flip distribution). Fair value ~$24 ≈ book: at 1.0× book you are paid the ROE minus the cat losses you absorb; below ~0.85× book (~$21) the same math starts paying you a margin of safety. That's the trigger.

Pelagos's edge, such as it is, is underwriting selection in hard-to-price specialty lines (political violence, aviation war, marine, cyber, retro) with a lean 108-person team — a model where the moat is the underwriting culture and broker relationships, not scale. That is a real but fragile advantage: specialty pricing is cyclical, capacity floods in after good years, and a lean shop has key-person concentration. The mid-teens ROE and four straight profitable quarters say the model currently works; the Q4-24/Q1-25 losses say it works until the tail event.

Peer set: the data file's peer list is empty — an honest gap. The natural comparators (Bermuda specialty/reinsurance names) are not supplied, so no relative-multiple table is offered here rather than inventing one. Directionally, 1.0× book with ~16% ROE is not demanding versus the specialty cohort's historical range, but we cannot show that from this file.

Pelagos is the kind of name a value screen is supposed to surface: ~1.0× book, ~6.5× earnings, 16% ROE, a 2.4% dividend, and a share count down 20% in three years — with essentially zero net debt and a 0.30 beta. But the entry is wrong today: the stock sits 4% from its high, ~10% above the thin Street consensus ($22.25), our own base-case fair value (~$24, anchored to book) offers −3%, hurricane season is just starting, and the FY25 combination of negative operating cash flow and debt-funded buybacks deserves one more clean quarter of evidence. We want the business at a price that pays for the tail risk; that price is ~$21 (≈0.85× book) — or today's price after a benign cat season and a positive-OCF print.
